The supply system of land is fundamental in national land resources allocation. Since economic reforms, China has started its way to establish socialism market economic system. Therefore, land property right was innovate, land trade market was established, the scale and scope of land property right trades were enlarged. Meanwhile, these reforms also brought serious problems which made some real estate market of cities damaged. Large amount of land which was not in supplying plan emerged in market and weakened the government's management ability of land market. Land market without considerate rules and laws whereas with too much speculations do damage to the Chinese economic development. Under this situation, Shanghai firstly proposed the measures of land reserve in 1996. Then, other cities such Qingdao, Hangzhou, Wuhan, Nanjing followed steps of Shanghai in land reserve.The object of land reserve was to make sure certain government institution has the only right to expropriate and supply city land. Therefore, government could control the city land supplying plan to manage and make the market smooth. Recently, Shanghai real estate was out of control, the management measures were contrary to each other. The inefficient management measures of government left serious problems in market. Usually, establishment of land reserve system has positive effect in land resources allocation, government public management and land supplying for public housing policy. But why Shanghai didn't see such positive effect after setting up land reserve system? On this question, this paper believes the land reserve system needed reevaluation and research to find out the problems and provide advices.After research, this paper find out that there are problems in land reserve legislation, theory foundation for function of land reserve, system designing for finance, benefits allocation, supplementary systems and so on. Shanghai existing land reserve system has become the land development institution of government. The system is needed restructured.This paper has 10 chapters. Chapter 1 introduces the background, purposes;methods, contents, structures, innovations and values of the paper. Chapter 2 gives a brief retrospect of relevant research results domestically and internationally. Chapter 3 reviews the development of China land market, conclude the characteristics of market and give a comparison among the various cities land reserve system from several point of views. Chapter 4 analyzes the reasons for setting up land reserve system, divides the history phase of system, clarifies the relevant measure to support system and gives the existing problems of Shanghai land reserve system. Chapter 5 defines 8 parts to complete a effective land reserve system which are function definition, principles, organization structure, operations, financial management, land supplying, benefits allocation and relevant measures. Chapter 6, 7 and 8 perfect the existing system according to the 8 parts in chapter 5. Chapter 9 evaluates the social and economic differences between the existing and system perfected in this paper, revealing the influences coming from land reserve system in urban economic management, public management and real estate.This paper provides advices to perfect existing Shanghai land reserve system and is helpful to make land reserve system more efficient in government measures for better land resources allocation, implementation of urban planning and public housing policy the basic residential right.
