Chinese government made decision that Shanghai should be an international metropolis and the centers of economics, finance, trade and shipping. Shanghai should be one of the first cities which are modernized. Shanghai municipal government asks that Shanghai should take a sustainable way to develop itself by a clean way of production and life in order to reach the targets.Residence meets the basic requirement of people and plays an important role in economics. Therefore it is essential that building and using of residence in an economic and sustainable way to ensure the realization of above strategies.Qingpu is the west gate of Shanghai. From 2000 to 2005, its development of residence made not only large achievements but also some problems:1) It took a consumptive way instead of economic to develop residence;2) Residential planning and Urban planning were not consistent which made some apartments have a high vacancy;3) Structure of supply was not reasonable;4) Lack of public services made the apartments unsuitable for living;From 2006 to 2010, Qingpu wants to develop itself into one of the mostprosperous area in Shanghai by an economic and sustainable way. Its quick development and unique beautiful environment will produce a large residential demand from local people and the people which move out of central part of Shanghai. Therefore residential development in Qingpu will meet a quick development period in next 5 years.Residential development of Qingpu in next 5 years should take an economic and sustainable way: residential development should be consistent with urbanization and environmental and resources requirements;should meet not only basic requirements of inhabitants but also the requirements of improvement;should take an economic way of land and energy consumption during buildingand using. Realizing these targets need Qingpu working out effective development strategies. This paper came from the research project of Qingpu Residence Development Bureau.There are not many studies in how suburb of metropolis to work out strategies to develop its residence in an economic and sustainable way. This paper tries to clear the strategies for Qingpu residential development and provide study case.This paper analyzes and evaluates the current situation of Qingpu and its residential development by SWOT, quantitative and qualitative ways. It clears the residential demand of Qingpu form type, object and region on the theory basis of urban geography, residential development, urbanization and sustainable development. Then it puts forward the principles, strategies, objects and tasks of residential development of Qingpu in next 5 years. In the end of paper, it provides measures for residential development form planning, market and public management. This paper tries to reach:1 > getting the strength and weakness of Qingpu regional development on the analysis of environment, society, economy and traffic and evaluating current situation of residential development of Qingpu by SWOT;2 s clearing characteristics of Qingpu residential demand from type, object and region and forecasting the residential demand of Qingpu from 2006 to 2010;3n structuring strategies of residence, planning from 2006 to 2010: strategic position, principle, strategies and rules;4-. working out targets and tasks of Qingpu residential development from 2006 to 2010;5 -, providing measures for residential development of Qingpu in order to help it develop in a healthy way;The main conclusions of the paper are:1 > There are five types of residential demand in Qingpu: newness, improvement, passiveness, investment and speculation;2s Residential market of Qingpu enjoys the characteristic which is that it is more and more open from west to east;1) The east part which is closer to central Shanghai is open, modernized and international. The regional market meets the house demand of people who are rich.2) The middle part mainly focuses on the demands of local people. It is the home with low FAR and beautiful garden of Qingpu inhabitants.3) The west part should be the reservation for future development. It will be developed in a protective way.3> The strategic position of Qingpu residential development: Qingpu wiil be the green town with water and the best location for living. It shall be modernized while is in consistent with its unique water resources and traditional culture. Qingpu will be the garden of Shanghai and happy home of its inhabitants.4> The principle of Qingpu residential development: It should meet the demand of local people at first meanwhile meet the different types of demand out of Qingpu when possible. Residential development should be in consistent with economic and social development as well as environment.5 ^ The strategies of Qingpu residential development: Residential development and urbanization should be connected;Building and using houses should be land and energy saving;Qingpu central town, Xujing and Zhujiajiao will be the important regions to develop;The west part of Qingpu shall be developed in a protective way;Qingpu will develop its residence with unique characteristics;Qingpu residence will enjoy its brand of modern town with green and water. All the strategies are advanced and could be the samples for other surbub areas of metropolis.6% Measures for Qingpu to develop its residence: paying attention to residential development planning;using resources in a protective and reasonable way;balancing the demand and supply of residential market;ensuring the low income people have house to live;enhancing the management of real estate market.
