A New Type Of Special Economic Zone Under The International Economic Interaction

On December 5 2003,the establishment of the Zhuhai-Macau Cross BorderIndustrial Zone between Macau special administrative region and Zhuhai specialeconomic zone in GuangDong province was officially approved by the State Councilof China.Later,on December 9,the Cross Border Industrial Zone was laid afoundation at QingZhou(llha Verde)Macau,The zone is the first special economicregion which includes the "cross—border" concept in China。Also it iS Chinagovernment'S latest attempt aiming at improving the policy of the regional economiccooperation. This thesis will take the Cross Border Industrial Zone as the scope of discussion,trying to analyze the zone generally and partially throug static side and dynamic side.On the static side,we will focus fully on the economic environment,constructionprocess,policy constitution and other minor situation of the zone.The core content ofthis thesis is to analyze the existing problems of zone,to review the thought of"political cooperation and economic competition" which always exists in the regionalcooperation between Macau and the Pearl River Delta,and to discuss the policydeficiency of the zone. On the dynamic side,we will observe the zone from the sight of the intemationaleconomic relationship. Meanwhile,we try to comprehend the zone's effect,significance and innovative value from the angle of the interaction between the zoneand WTO,and between the zone and CEPA.On the aspect of the interaction betweenthe zone and WTO,we wiIl mainly analyze how the zone follows and exceeds WTOframe through both the conceptual and practical point of view.Besides,we will take the conventional "Free Trade Zone" as reference,andcompare it to the policy innovation of the zone. We will also analyze the potentialvalue ofthe zone from the start point of the abolishment of the ATC.Observing from the interactive relationship between the zone and CEPA.we willmainly stress on the aspect where the zone transcends CEPA. Especially through theapprehension of the concept of "big Hong Kong and small Macau"and the clue of"politics determining economics",we find the fact that the mutual relation betweenthe central people'S government and Macau SAR iS being adjusted toward the morepositive and practical direction. In addition,we will also,form all objective opinionabout the future economic development of Macau and the cooperation betweenMacau and the Pearl River Delta or even the Pan—Pearl River Delta.Finally,based on the policy interface and the target mode about the futuredevelopment of the zone which is acquired from the above analysis,a proposal for thedevelopment of the zone will be put forward from both of its economic environmentand its policy.
