The Mechanism And Empirical Study On Inter-industry Technology Spillover

The Endogenous Growth Theory argues that technological advance is the most important and active substantial power to enhance economy growth and development. Technology, a potential productivity, can get into the production process and become a practical productivity only by means of technological innovation and diffusion. Technology spillover, a specific form of the inter-industry transfer and diffusion of technological advance, is the most crucial to economic growth and industry development.This paper regards "industry" as a unit of technology spillover and absorption, and discuses the process mechanism and mode of inter-industry technology spillover on the middle level, then this paper analyzes the principal influencing factors of technology spillover on the level of "industry". In order to set out the degree of inter-industry technology spillover quantitatively, this paper designs a mathematical model of inter-industry technology spillover effect according to the theory of "C-D" production function. According to the standard of industries' science & technology competitiveness, the paper selects six industries in China as the empirical research object by use of PCA, and determines the degree of inter-industry technology spillover effect by means of the forenamed mathematical model.On basis of foregoing analysis, this paper comes to conclusions as follows:(1) Inter-industry Technology Spillover is the specific form of transfer and diffusion of technology on inter-industry. It has direct relation on upgrade of industry and advancement of industry's competence, which is making contributions to promote economic growth and technology advancement of industry.(2) On the level of "industry", these factors such as the industry's technology level, the correlative degree among industries, the industry cluster and the protection of technology property right are crucial to the process of technology spillover on inter-industry. From the viewpoint of technology transfer, the technology output side, the technology input side, the government and the characteristic of technology make influences on technology spillover, and the absorption capability of input side is crucial to the process of technology spillover on inter-industry.(3) Based on the characteristics of inter-industry technology spillover, the mode of inter-industry technology spillover can be classified as product-connotated technology spillover and capital-connotated technology spillover. The empirical research of this paper demonstrates that inter-industry technology spillover effect exists to some extent in China's industry departments. The electric machine & equipment manufacturing industry is active in product-connotated technology spillover, and the classical industries, such as the traffic transportation equipment manufacturing industry and the black metal smelt & press manufacturing industry, are prominent in capital-connotated technology spillover.
