Land is the space and carrier of urban development. It is the most important, potential property of city, and can be easily controlled by the government. Along with the rapid urbanization process, urban land becomes scarce day by day, and faces many problems, such as infinite expansion of land use scale, unplanned land supply, serious land income lose and so on. Such problems appeared in land utilization process, not only affects social development, ecological environment and economic benefits in the region, but also affects the development of nearby regions and even the entire country and society, and can brings tremendous social consequences. Therefore, urban land property administration is the right way to achieve reasonable allocation and utilization of the limited urban land resource in order to meet the need of urban economic construction and the people's living. Because of the investment in urban planning, urban construction and urban management may form the benign cycle mechanism of 'input to output to re-input', the circulation of urban construction capital can be achieved and sustainable urban development can be maintained. Therefore, treating land resource as land property in urban construction and development is an important idea conversion. In practice, this idea should be introduced in urban land property administration. Then the value of land property can be maintained and increased through property operation.Before the expatiation on the construction of sustainable urban land property administration system, the dissertation analyses the background of domestic and foreign urban land property administration firstly, and then based on the analysis of the domestic urban land property administration, discusses the significance of constructing a sustainable urban land property administration system. Because the conception system of urban land property administration in China is not mature, the dissertation gives the definition to the sustainable urban land property administration system by concluding the ideas of some experts, to make the system function easy to be understood. Secondly, the. dissertation analyzes and recapitulates the principles which urban land property administration should follow. Then the dissertation proposes the theoretical frame of the sustainable urban land property administration system, and studies its subsystems respectively — the policy and law security subsystem, the organization subsystem, the fund operation subsystem, themarket service subsystem, the risk management subsystem and the executing effect monitor and appraisal subsystem. Finally, the dissertation applies the research result to Handan City, expects to improve the urban land utilization pattern and to achieve sustainable use of land and other resources in Handan City, through the construction of the sustainable urban land property administration system.
