Recently, " small & medium-sized enterprises "has already become a hot issue of academia in our country. On one hand, the practice of economic development indicates that the small & medium-sized enterprises have already become important motive force for economic development, offered more than 75% of the openings to employment, generated 65% of the patents and more than 75% of the technological innovations, further more, 55. 6% of GNP owned to small & medium-sized enterprises' contribution;On the other hand, small & medium-sized enterprises of our country have been exhibit a phenomenon of " short-lived " fate, a example is that, according to the investigation of relevant department, 68% of the small & medium-sized enterprises' life cycles in our country do not exceed 5 years. There are a lot of reasons that account for this kind of laggard state, but the relative lag of the corporate culture is undoubtedly the most important reason. The latest census data of entrepreneur' s investigation system indicate that enterprise' s culture construction of our country is still at primary stage, most corporate cultures start from a state ofosomewhat spontaneous. A lot of enterprise operators neither have corporate culture consciousness, nor have willingness to pay attention to it. Therefore, to choose the cultural construction as a jumping-off point is virtually the best way to boost the small& medium-sized enterprises' development. Setting out from the basis of enterprises cultural path dependence, this article combined many means such as employing Lewin's model, integrating the method of qualitative and quantitative, emphasized particularly the background of Chinese culture, to explore the approach of small & medium-sized enterprises development, and all of this was under the conduct of many techniques such as enterprises survey, diagnosis, evaluation, consultation, together with the stepped-up research of application, demonstration, tracking of the enterprises culture's development.
