Crew Resource Management (CRM) is a critical project that many governmental and non-governmental organizations, airline companies have done research on and implemented in late 30 years. It is also regarded as the key element to ensure the civil aviation transportation is developed safely and normally.In this paper, the origin, conception and evolution of CRM are studied deeply from the point of systemic view. The detailed content and production include: Firstly, the suggestion that CRM is the special practice of safety engineering science used in the civil aviation. The conclusion is drawn by comparing the content, model and goal between the CRM and safety engineering science. Secondly, after the development situation of CRM is analyzed, the whole evolution of CRM is investigated. The point that the new generation of CRM is based on the theory of flight-risk management is also putted forward after studying the related theory about flight-safety management. Thirdly, the necessary skills in the process of CRM training and the method how to evaluate the CRM skills are researched. Finally, an E-learning System about CRM using the advantages of web is designed in order to provider technical services in accordance with the concept level of CRM training. It hopes that what have been done in this paper can help the process of studying CRM and stimulating the development of CRM in china.
