Research On Policy For Perfecting The Village Social Endowment Insurance

create and perfect the village social endowment insurance system (VSEIS) is the requirements of constructing the well-to-do society comprehensively, promoting the national economy's benign cycle, accelerating the town's development, relieving the impact of the WTO, resolving the "Three-agriculture" problem and facing the challenge of aging society, and which is also a long-term and arduous social systematic project. Doing the village social endowment job well is not only concerned with the social justice and securing of citizens right, but also the economic development and social stability. The article persists in the viewpoint of scientific development, which is a leading concept to govern the urban, and town's development. Based on this the thesis firstly describes the researching background, the domestic and offshore researching, the analytic frame and it's main contents. It also outlines the developing condition of the VSEIS and points out the main problems existing in the country. Secondly, the article analyses and discusses the fundamental attribute of the village social endowment insurance, and then groups it to the public goods. On one hand, after applying the institution analyzing model into the field of the village social security, it explores the general supplying process of the village social endowment insurance and analyses why the government should take the responsibility of supplying the village social endowment insurance now. On the other hand, the selecting tools which the government should use is discussed during the constructing the VSEIS and some reasons for the government's failure is probed. The thesis also studies the public administrative content in the supplying process that the village social endowment insurance refer to, and then through consulting the interrelated statistical data and cases, the seven problems are analyzed which exist in the present VSEIS. Thirdly, on the basis of analyzing the economic social developing condition, the article raises the feasibility of the establishing the village social endowment Insurance widely.
