Study On Water Environmental Governance In Jinan City Under The Polycentric Theory

Since the Chinese economic reform, with the rapid development of China’s social economy, together with the accelerated process of urban development and the rapid growth of the resident population, the conflicts between economic social development and environmental resource continues to deepen. The regional water pollution problem, which is centered by the city, has attracted much attention. From the perspective of polycentric governance theory, starting from Jinan city water environmental governance, by exploring the status of the city’s urban water environment governance problems, as well as the advanced experience in the water environment governance that is necessary to learn from, Jinan urban area is proposed to improve the water environment governance measures, and the purpose of this model is to try to set forth the theory of multi-center,"the government, the market, the public," the integration of diverse co-governance body in Jinan City water environmental governance process plays an active role in government, the market, and the public in all aspects of environmental governance in force, thus it contributes to the sustainable development of Jinan water ecological environment.This writing is divided into five parts. The first part briefly introduces the background and significance of urban water environment governance, ideas and methods of research review and the one research which are about internal and external water environment government. The second part illustrates the water environment, water environment management concepts and development process of water and environmental management system, focusing on the meaning and practical application value of the polycentric governance theory. The third part is from the current situation of water ecological environment in Jinan City, and points out the existing problems in the process of governance, including mult-sided governance, underdeveloped infrastructure, lack of facilities maintenance funds, water shortages caused by environmental degradation, lacking of public participation in environmental protection problems. These problems are mainly caused with following reasons:First, is existing shortcomings in water administration system; Second, water ecological Environment Construction Plan does not form a system; Third, is the lack of water resources development and utilization of market mechanisms; Fourth, are constraints of public participation on traditional water using awareness; Fifth, are lags of the law process in the aquatic environment. The fourth part summarizes some advanced management experience gained in some internal and external cities on water environment governance. The water environment governance and brings to Jinan some enlightenment in their works of water governance. The fifth part, based on polycentric theory, puts forward countermeasures to improve the water environment governance in Jinan:First, insists the water environment governance government dominance; Second, pay attention to water resources development and utilization of market regulation; Third is to play the main social diversified role in common governance of the environmental problems; Fourth, accelerate the process of promoting the rule of law in the aquatic environment.
