The Establishment And Evaluation Of The Indicator System Of The New Urbanization In Jiangxi Province

In the new historical period, according to the problems which appeared in China's urbanization and the new industrialization strategy, the concept----new urbanization has born. Whether in theory or government departments, they are all in the process of learning and discussing the connotation and new practice of the new urbanization, and this is the purpose of this papper. Jiangxi is located in the central area of China, the only province that connected Yangtze river delta, pearl river delta and haixi delta. New urbanization strategy is becoming one of the main melody economic and social development in Jiangxi province. Define the connotation of the new definition urbanization systematically overall, evalu the level of the new urbanization correctly and reasonable, the evaluation and the definition is becoming a very important theoretical security of Jiangxi which is implementing the new urbanization strategy.In this arcitle, this paper reviewed the existing research results, defined the connotation of new urbanization, then according to the connotation of new urbanization, combined with the jiangxi actual, set the principle of index system and construct the index system of the new urbanization in jiangxi province. Through measuring the level of the new urbanization of Jiangxi province and other provinces of central area (Hunan, Hubei, Henan, Anhui, Shanxi), and puting Jiangxi into central regions to measure the new urbanization development of Jiangxi province, and as this as the main basis of the new urbanization development of Jiangxi province. So follow the datas of 2002 year as a base, evalua the new urbanization level of Jiangxi province in 2002-2008.The results show that, from 2002 to 2008, the new urbanization comprehensive evaluation value of Jiangxi province is in the third of six provinces, is a rapid rise as "push"in the six provinces of central in China, and the dynamic change and the development trends is good. The main restricted factors of new urbanization is the low per capita GDP and the low added value of the tertiary industry in GDP, per capita disposable income of urban is low, per capita roads of urban is low, computer ownership per 100 urban residents and households are low, relative fiscal funding in science and technology are less, the comprehensive utilization of Industrial solid waste is too low, Every 10 million deaths in traffic accidents per 100,000 population and the rate of fire per 100,000 population are relatively high, higher gini coefficient, imperfect social security function. These aspects remained to be improved.
