Construction And Application Of New Urbanization Index System Based On Third Party Evaluation Of Jiangxi Proince

The process of urbanization has witnessed the development of China’s economy and society,but also exposed a series of social problems.At present,China is in a critical period of transformation and change of urbanization development.In order to improving the quality of urbanization development,the state proposed new urbanization development strategy,and make a series of policies to guide the new normal under the direction of the urbanization development in China.How to effectively solve the problems left by the traditional urbanization development is an important way to achieve new urbanization.For quite some time,the urbanization rate has been an important standard to measure the level of urbanization,but urbanization is a perplexing engineering system.Using the urban population urbanization rate to accurately judge the development of the urbanization quality evaluation factors is very difficult,the accuracy of the evaluation results is difficult to meet the present situation.Based on development policy of the new period and the single evaluation method,firstly,this paper summarizes the working methods and experiences of the third party performance evaluation at home and abroad.At the same time,the paper studies the dynamic research of urbanization evaluation system,and put forward an idea of constructing the third party evaluation model and network evaluation platform.Secondly,this paper elaborates background of new urbanization,at the same time,it makes a deep understanding of new urbanization,put forward four principles of selecting index from six aspects,such as population transfer,economic development,public services,urban construction,urban and rural management,urban and rural development,this paper selects 45 indicators,it establishes a new hierarchical model of urbanization evaluation,determines the weight of indicators,develops evaluation criteria,completes the construction of the index evaluation system.Finally,this paper takes Jiangxi Province as the research object,analyzes the development course of urbanization and problems in Jiangxi Province,the evaluation data are based on statistics in 2015,combining the evaluation index system to evaluate the quality of new urbanization development of Jiangxi Province in 2015.The final assessment results summarized problems of the development of cities and counties in Jiangxi,putting forward countermeasures and suggestions for the development of present problem.This paper combines with the main task of the new urbanization and related policies to pick up relevant indicators,to build a scientific and reasonable index system.At the same time,it introduces the third party evaluation mechanism and intelligent evaluation platform to achieve efficient,open,authoritative practical results of new urbanization evaluation.Put forward to provide reference for the evaluation and research of new urbanization in China.
