As urbanization accelerates and government revenues accumulate, municipal constructions, which are one kind of infrastructure, have been booming in different cities and all kinds of civil engineering, landmark buildings in urban areas and large-scale facilities for public welfare and entertainment have been mushrooming.Municipal constructions can facilitate the modernization progress of cities, increase jobs, stimulate increase of GDP, improve living environment and quality of the masses and satisfy the needs for cultural life of the masses. Through theoretical study and empirical analysis, I, the author of the thesis, try to introduce the theory of management of social risks into the practical problems of land procurement and relocation; by combining knowledge of law, economics and politics, I analyze land procurement and relocation, probe into existing problems of land procurement and relocation, find out shortcomings in the field of management of social risks and put forward measures to improve the managerial mechanism of social risks as the results of land procurement and relocation; try hard to study how to let projects of municipal construction making a compromise on benefits of all levels of society and realizing the characteristics of public welfare and unprofitability of municipal construction and how to exercise strict control over social risks; urge the government to transform the ideal of service, put into effect the scientific thought of development and live up to the principle of"The government must function by the mandate of the people, empathize with the feelings of the people, and work for the well-being of the people". In this way, municipal constructions can better serve citizens.
