In the early social assessment of the project, the implicit social issues have been not well resolved. For example, people only focus on the economic and environmental of the project and ignore the social risk assessment and public participation, affecting the smooth implementation of project and sustainability. Social risks in this paper focused primarily on the negative impact of the project stakeholders of the project possible occurrence of risk and social risk conditions and mechanism.Through the analysis of theme and objective factors of the social risk point out that on condition of stimulation of social risk factors, the theme of the social risk is bound to produce behavioral responses from a subjective point of view, social assessment before construction already exists in recent years, but the social assessment is only recognized by the concerned departments. But in fact, it is completely different from the demands of interest of the target population, when interest of the target population can not be appeal to the concerned department, they must take non-formal channels and behavior to express their dissatisfaction, which inspire social risks.In this paper, stimulus-response point of view the mechanism of occurrence of social risks be clearly explained, put forward to the measures to manage social risks from the subjective and objective aspects of social risk factors, avoid artificial social risks because of the interaction of subjective and objective factors, the project proposed by the management of social risks should be the main social risks from the subjective and objective aspects of social risk factors to avoid the two to avoid the interaction of subjective and objective factors lead to artificially lower social risk, to ensure that lower social costs, project design, construction and project a smooth continuity of the late effects of play.
