After consulting and interviewing several scholars, the author build the initial model. And according to the final statistical analysis of samples, the author modifies the model. The final system is divided into three influencing factors: the first layer still Internal and external factors are factors, the second layer contains factors of district, resource, residents'characteristics, management, relationship economy, politics and demands; the third layer reduced to 26 specific indicators. The author distributes questionnaires in 3 villages around Lhasa.
