The Present Situation And Influence Factors Research Of Farmers Participate The New Rural Pension Insurance System

A new rural pension insurance system of rural Old-age began implementation in 10%of the nationwide counties in september 2009.Which's a significant preferential agricultural policy. The fund consists of three parts, individual contributions, collective benefits and government subsidies,which the central government will place subsidies, and will direct subsidies to peasants. It's a widespread problem that if the new rural pension insurance system will mobilize the enthusiasm of farmers to participate,so this study not only has important theoretical significance, but also has important practical value.In this study,we set James S.Coleman's sociological rational choice theory as the starting point,then try to analysis farmer choose insured or not insured is a process of rational choice.According the random sampling,we conducted the questionnaire survey in three villages of Hebei province. Combine with the ruselt of interview,this research finds that there're two main characteristics of the new rural pension insurance system in the survey area, higher insurance rates and the lower amount of insurance amount. Then the logistic regression analysis finds that if insurd cost, family support level, the villagers help each other level and the number of children are the significant factors, so we believe that is a rational choice process.The results of this study has important implications for the further promotion of new rural pension insurance system. For example, as farmers participate in the new rural pension insurance is a rational selection process, the government should step up publicity efforts, persuading farmers to paticipate the insurance in a rational perspective.You can also bing the fuction of family support into full play, and implement the insurance linkage mechanisms,etc.
