Performance Management (PM) ideas and methods are gradually used by many companies around the world and have also been paid attention to by an increasing number of Chinese entrepreneurs. PM is an effective means for the realization of enterprise's efficiency as well as a key of enterprise's HR management. How to design and build a set of scientific PM system that comforts with national situations and satisfies the need of the strategic development is a brand-new and significant subject for our domestic enterprises esp. State-owned enterprises.This paper, based on the further discussion of PM theories, analyses the presence of HR management and the problems existing in PM of FSP Real Estate Company, then makes the analysis and research on how to set up and perfect the PM system. It uses BSC and KPI to design a PM scheme based on the enterprises strategy goal, which can help the strategy come into effect. And it also puts forward a specific and feasible design as to the PM's preparation, plan, execution, rating feedback interview and results, etc. Last but not the least, the design has been tested through the running of PM system.Through the practical running, the PM system produces good effects that provide a powerful support for the perfection of enterprise's internal management, the improvement and the realization of strategic goals, which possesses significance for the far-reaching development of FSP Real Estate Company. However, the system also has some disadvantages and needs to be improved and perfected.
