China's enterprises have accepted performance management since 1990s, through a complex and painful period. At present, most enterprises have recognized that performance management had played an important role in the process of obtaining outstanding performance and competitive advantage, but they also suffered a lot of confusion and difficulties in the course of implementing the performance management. There is no doubt that performance management has become the emphasis of China's enterprise management, focus and difficult. Although the current performance management tools and theories are a broad array, there are few and far between enterprises successful in impementing the performance management. In addition, with the internal and external changes of the environment, the business management needs more diverse, which further intensify the implementation of performance management more difficulties. How to ensure that the enterprise performance management not only adapt to reality, and timely reflect the changes of the environment, will become the theoretical circles and the business community faced a new topic. Through my research and analysis, I found despite the different enterprises encountered various problems about performance management, the cases in two points: First, performance management system is not perfect system, in particular, often neglect the analysis of matching system, and the other is the implementation of specific performance management system in place. When enterprise encountered difficulties can not make continuous improvement. To this end, I proposed the "performance management fish" framework according to performance management practices and learning from the "Organizational learning fish" model. And I also had a try and exploration in the construction and application performance management system.This paper firstly analyzed the performance management in the application of China's enterprises, reviewed the main performance management theory and methods, and raised the issue of the purpose and significance of research. Then this paper on the "performance management fish" system from the sub-chapter on, and built the entire performance management system from the concept of performance, environmental performance, performance management processes, performance protection mechanism and performance action in five aspects. Finally, the value of application of "performance management fish" system has been proved through the performance practice in Lunan China Cement Company. This paper adopted the method of the document, quantitative and qualitative analysis, chart and analysis model to build a performance management system and application of analytical studies. Construction of the system and applied research process, the emphasis on corporate strategy and shareholders based on the needs of performance management objectives, as well as "consensus, shared, sharing and win-win" situation of the "four were" thinking, this is conducive to guarantee performance management from the start into a virtuous track. At the same time I also pointed out that "performance management of fish" only provided a open framework, we can continuously enriched and improved performance management system in accordance with the changs of the enterprise development.
