At the era of information and knowledge-based economy, middle and high level management talents have become the core competence of state-owned electric-power enterprises. These talents possess the knowledge and skills, and play the role of connecting hub in the firms. This paper investigates JT electric-power company and finds out the problems and reasons of middle and high level management talents. Therefore, it draws out the systematic solutions in order to meet firm's developmental objectives. Under the guidance of the above objectives, this article from the special state-owned power enterprises industry background, analysis of its senior management personnel in the training and use of the existing situation, analyze the main problems and underlying causes of the correspondence made on this basis Improvement and improvement strategies. Summed up with Chinese characteristics is conducive to making science and state-owned power enterprises to improve efficiency of selection, training, motivation, assessment mechanism, the formation of a systematic, standardized theoretical system. Business conducted on a representative case studies and research, can give a certain operational implementation of the program system.The theoretical basis includes special legal entity theory, human capital assets theory, human resource training theory, psychological contract theory, etc. The above theories bring indications, and form the basis of this paper's analysis. Reference in the above theory, based on case studies as an important way to integrate theory with practice. JT Power Company as the national grid in the northern area is very important core member, has been in the high-level management personnel, a shortage. Currently, the company is in the city system, the booming economy of environmental change, and "branch model, a subsidiary operation" period of strategic opportunity, an urgent need for a large number of familiar with the modern enterprise system, with a strategic vision and decision-making capacity of international high-level business managers, a large number of familiar with the power production and management, pioneering innovation and market responsiveness of the high-level, complex management personnel. But the company system, high-level management personnel, there are many not meet the requirements of development and changes in the environment, there is a whole number from a shortage of quality needs to improve the situation of lack of senior management personnel. Therefore, this study chose the proposition, it is the JT Power Company, for example, to analyze the new historical opportunity for development environment to the state-owned power company as the representative of a typical state-owned enterprises to clarify their use in personnel training and lack of, how to take systematic measures to achieve optimal allocation of personnel to upgrade and to promote the successful realization of corporate strategic objectives.The research begins with the background and characteristics of electric-power industry in China. On the basis of relative theories, the thesis set up a foundational framework to analyze middle and high level management talents in the electric-power company, which includes selecting, training, motivating and evaluating sectors. The paper analyzes the existing problems and tries to find out the reason. Thus it brings out the solutions to improve effects of cultivating and using middle and high level management talents in the electric-power company. The research's conclusions include setting up perfect selecting mechanism, integrating training model, appraisal system based on PDCA model, multi-motivating mechanism. According to the above improvement and innovation, effective management of middle and high level management talents can be achieve in JT electric-power company, therefore help forward to accomplish the firm's strategic objectives.
