The Study On The Conflict And Coordination Across Land In The Process Of Urbanization In China

Entering the 21st century, the urbanization of China process has been paced up obviously. Along with the development of urbanization ,there are lots of conflicts increasing fiercely. These conflicts have caused great harm to our political and economic stability, and have caused some negative effects to them. Based on consulting relevant documents and materials, the article makes a corresponding study on the land conflict in the period of the urbanization process. This article based on the new characteristics of land conflicts. And it analyses the relationship and harm of these conflicts. The paper puts forward the land conflicts increasing fiercely, and will produce great harm to our society. Then, the paper analyses the inducements of conflict, and gives the targeted proposes.This article is divided into five parts.In the first part, the article expounds the concept of the urbanization, land conflict ,and so on. And then, the article analyses the land conflict in the process of urbanization. And it points out that the current land conflicts have some new characteristics. Those are the big affect, centralized contradictions , the fierce degree and the deep reach levels. In the second part,thearticle introduces the background ,significance , theoretical basis and research situation all over the world.In the third part,the paper analyses all parts of the land conflicts in the process of urbanization. Namely, the central government and local government; all levels of the governments and rural collective economic organization and its members; the benefit relationship between the local government and the main land developers. From the social stability, food security, the efficiency of land resource allocation , this paper describes negative influence from the abnormal interest game .In the fourth part, the paper describes the reasons of land conflict from the aspects of economy, society , history, system and other reasons. The paper especially describes the disadvantageous of the current land expropriation system. In the fifth part, the article puts forward that through clarifying the collective land ownership, and restore the ownership of the collective land rights a to let the rights of farmers' collective property completely. Though《The Land Expropriation on Law》, and establishing public welfare purposes censorship, and reforming collection of compensation system to perfect the land expropriation system. By changing the standard of urbanization level to improve the management level of the government. By restricting expropriation profiteering of government lands to restrain the enthusiasm of state's expropriation .
