There is a great marketing trend of China's gas industry, and it is brought more and more intensive market competition among them. At the same time, the strategic management of the enterprises became increasingly important, and the success of-the strategic development and implementation is related to the survival and development of the enterprises.However, the traditional evaluation of performance can no longer satisfy the managers'needs, and the enterprises are urgent to have tools for assisting the organizational communications and for measuring and implementing the strategy, in order to avoid be eliminated in the competitive trend.Balanced Scorecard is a performance management system, which is made up of four parts, those are finance, customer, the internal operations, the learning and growth operators, in order to systematically evaluate the performance and competition in a comprehensive way. Balanced Scorecard is a further corporation strategy system, it helps senior management to realize the corporation and strategy, and puts the responsibility onto the every staff, so that the strategic goals of the enterprises are changed to the daily operations of the staff.This paper at first introduces the theory of Balanced Scorecard and the development and application at home and abroad, and the establishment of a strategic overview of performance management system is given and the problems while applying it which should be paid attention. Then Xiangtan Xin'ao Gas Co.,Ltd. is studied as the example of enterprises in the application process of Balanced Scorecard, and the related issues are analyzed of the Xiangtan Xin'ao Gas Co.,Ltd. The Strategic Performance Management System is built and ideas and strategies are described in details in the practical process, as well as the innovative exploitation and application of the Individual Balanced Scorecard of the Xiangtan Xin'ao Gas Co.,Ltd. Finally, this paper evaluates the operative efficiency by the strategic performance management system of Xin'ao Gas Co.,Ltd. in Xiangtan (including the good performance and shortcomings), and according to the five implementation principles of the Balanced Scorecard the improvement ideas are proposed.
