Energy is one element of human's survival and development, and it is material basis for the economic and social development, and it plays an important role in the development of world economy. Energy security has risen to hot issue in the national and global area. At present, the events causing human concern energy have two:the one is the tight global oil supply. Since the first oil crisis broke out in 1973, oil production is about to the peak is more and more accepted. Therefore, study whether energy consumption affects economic growth, and whether economic growth will increase the consumption of energy have great practical significances. The other one is human gradually form consensus about "global warming" and its authenticity and scientific impact on the human. With deepen understanding of the relationship between greenhouse gas emissions and global climate change, the exact nature of global warming and the negative impact gain more and more recognition, becoming the main driving factors of energy conservation and alternative energy development.Shandong Province is China's energy production and consumption province, as China's important energy and infrastructure industry base, Shandong Province is rich in coal, oil, metals and non-metallic mineral resources, new energy and renewable energy resources are widely distributed. Over the years, Shandong Province's energy use of the coal-based high energy consumption and low efficiency becomes the bottleneck constraining economic development and has also brought serious environmental problems. To clear the relationship between economic growth and energy consumption becomes the most important issue to solve the energy strategy of Shandong Province, and is decision-making basis to ensure the long-term sustainable development of energy and economy.This study is structured as follows:The first chapter'Introduction' first introduces the research background and significance, suggesting that studying the relationship between the energy consumption and economic growth of Shandong Province has practical significance; then analyzes the status of domestic and foreign research, on the domestic point of view of the literature, research methods including qualitative research method, regression analysis, Grey relational analysis and cointegration analysis, and the basic content is the whole of China or eastern, central and western regions, there is little research specific to each province; then introduces this article's research methods and text structure.The second chapter gives theories of the energy consumption and economic growth.The third chapter specifically analyzes Shandong Province's energy and economic status, economic situation including the economic structure and the economic output, energy status including energy resources and consumption structure, and summarizes problems of the Shandong Province's energy consumption and economic growth.The fourth chapter is the empirical analysis of energy's impact of economic growth in Shandong Province, from the actual situation in Shandong Province, with theories of the relationship between economic growth and energy consumption, using econometric methods and the production function model, and analyzes 1978-2008 Shandong Province's economic indicators, energy consumption, capital stock and human capital these four variables. The results show that the energy consumption and the economic growth in Shandong Province have the long-term equilibrium relationship and there is one-way causality from energy consumption to economic growth.The fifth chapter according to Shandong Province's not optimistic energy situation suggests energy development strategy principles and policy recommendations.The sixth chapter summarizes the text and indicates the shortcomings of the article and further research prospects.Independent work of this study are mainly reflected in:(1) Collect a lot of the domestic and foreign literature on energy consumption and economic growth, and organize these documents to identify differences points in the literatures; (2) The scholars generally study China's energy consumption and economic growth, but this paper detailed analyzes Shandong province's energy consumption and economic growth as an energy and economic province, which has a practical significance; (3) In this discussion of the process, the paper reveals deeply consumption structure and industrial structures'problems in Shandong Province, and according to the results of empirical analysis, put forward policy recommendations of coordinating energy and economic development.
