Employment is not only a economic issue but also social problem and a political issue. It is the survival of each worker and also an important means to achieve the value of life. Besides it is closely linked with the total output of a country. As a result it has always been of concern. China is a populous country and is also extremely rich in labor resources. China's abundant labor resources plays a very important role on reducing labor costs, promoting economic growth. However, because of the profound changes in economic structure, social structure and in the critical period, abundant labor resources and higher labor force participation rate make the relative surplus of the total supply of the labor market, lead to huge employment pressure and trigger a series of social and economic problems.The employment situation of Zhejiang is also very serious. This paper aims to analyze the employment capacity of various industries in Zhejiang Province, reveal the structure of employment status, find out problems and solutions. In the current study, the majority of domestic scholars use employment elasticity, production function and measurement models to analyze the industry's employment capacity. These methods focus on the direct employment effects, for the dependence of employment among industries are not well revealed. Besides, many factors affect employment and the degree of influence of each factor is different. In my opinion, as China's economic development representatives, analyzing Zhejiang Province can make a reference to other provinces. Using SDA and input-output model to analyze, not only makes up for the shortcomings mentioned earlier, but also reveals the importance of research.This paper is based on industry structure theory, input-output accounting theory, SDA theory. Input-output accounting methods, SDA methods are used to calculate the employment elasticity of the industry and industry absorptive capacity in two periods of Zhejiang Province. Then the industries with greater absorptive capacity are identified, the main factors affected industry absorptive capacity are found, the solutions to employment problems are proposed.Through research, we draw the following conclusions:(1) to strengthen linkage effects among the primary industry, secondary industry and tertiary industry; (2) to vigorously develop the tertiary industry, especially in the wholesale & retail trade and catering industry, the financial industry, information transmission, computer services and software industry, education; (3) to develop flexible employment; (4) to transfer rural surplus labor; (5) to improve the quality of labor, establish education and training system; (6) to upgrade trade structure and use the appropriate technology.
