Employment is a primary living issue for every people. It is of great significance in increasing farmers' income and promoting rural economy development through enlarging farmers' non-agricultural employment. With the deepening of the reform, employment environment of China's rural labor force ameliorates continuously and so does the countryside overplus labor force's transferring to non-agricultural sector. Nowadays, cause of non-agricultural employment in Zhejiang Province keeps a speedy pace with a high quality. In this thesis, the author would take Zhejiang Province as an example to do an in-depth research on farmers' non-agricultural employment condition since the reform and opening policy emerged. Thanks to its thorough command of features, change trend and influence factors of Zhejiang farmers' non-agriculture work, the study could not only offer a decision reference to the sustainable development of farmers' non-agricultural employment in this province but also be beneficial to that in other provinces of our country.On the basis of reviewing related theoretic literature, the paper puts forward that employment choice and labor allocation decision of individual laborer are based on the maximum of family utility. Therefore, it would be more reasonable and scientific to study rural labor force's behavior of non-agricultural employment from the rural household's aspect. Considering the availability of data, the study categorizes farmers' non-agricultural employment to three types, taking the limitation of existing study's seldom doing subdivision work into account. Moreover, on the basis of existing theory and empirical study's works, the study chooses possible influential factors to farmers' non-agricultural labor distribution from the aspect of family mostly. When it comes to the empirical study part of this paper, based on Zhejiang Rural Fixed Investigation Data, First, it analyzes labor distribution condition of Zhejiang farmers since 1986 from different aspects, and to search the historical change trend of farmers' non-agricultural employment level and choice features of fanners' employment type in different phases. According to the statistical analysis, there are relatively differences among Zhejiang fanners' non-agricultural labor distribution level. In addition, the analysis also offers a necessary point-making foundationfor further study of influential factors from the aspect of family.Based on the foregoing work, the thesis does an empirical study on causes that result in differences among farmers' non-agricultural employment level. It firstly constructs multivariate regression models, based on independently pooled cross data of 1980s and 1990s, analyzes influential effect of the chosen possible influential factors and does comparison analysis lengthways and breadwise as well. Secondly, under the condition of controlling non-observation effect, it uses the method of Panel Data Model to analyze influential degree of population features, land resources and assets to the distribution respectively.In the final part, based on the analysis results, the thesis gives certain advice concerning to promoting development of non-agricultural employment from the aspects of government and farmers. For government, it could do as the follows: Encourage village and township enterprises to adjust industry structure in order to strength VTEs' employment admitting capability; Better the education and training system of rural labor force so as to elevate farmers' quality and competency; Speed up the reform of land flow policy to weaken the restriction of the land to farmers' employment choice; Advance the reform of rural capital market to meet farmers' desire for investment.For farmers, the suggestions are: Cooperate with the government for the implementation of certain measures' actively and provide feedback in time;Increase investment of family human capital; Decide labor force allocation in combination with family resources and other factors.
