The Analysis About The "Universal Benefited Type" Old-age Security System Of Rural

In the three decades of reform and opening, under the market economy system, China's economic, political and social culture has made rapid development. Although the social security system of China, which is oriented of people's livelihood, has made great achievements, it is also facing more and more problems and challenges. In current time, the old-age security in rural areas exists more problems. Both the coverage and security level are low; The old-age security shows urban-rural dual structure. Taking the main problems of old-age security in rural areas as starting point, combing with China's current political, economic and social development, this paper's aim is to explore whether and how to realize the change of rural old-age security from"supplementary type"to"universal benefited type".This article is organized by the following: First of all, on the basis of the study about the security system of rural social old-age in the domestic and abroad, this article analyzed the process of historical change of rural old-age social security system. It also recognized that our current " supplementary type " rural old age social security system exits many problems which are not compatible with our political, economic and social development stage and level. It is imperative for China to reform the rural old-age security policy from"supplementary type"to"Universal benefited type". Then, this article discussed the feasibility to establish old-age social security"universal benefited type"in rural areas from such aspects as ideological basis, political conditions, economic conditions, social cultural and psychological factors. In order to ensure the smooth progress of"universal benefited type"rural old-age security system, the article proposed some rough ideas and suggestions from the continuity of policies and content design. Finally, the article looked into the future of building a " universal benefited type " old-age security system in China which is a important means to change the dual situation of old-age security. Establishing " universal benefited type " old-age security system is the only way to realize the ultimate goal of the old age social security systems.
