Research On Mode Selection Of Industry-University-Academy Cooperation Of Jilin University Science Park

During the knowledge economy era, knowledge creation and transformation of sic-tech achievements have become the main methods of technology innovation and social and economic development. Under the new tendency of independent innovation and the national innovation system, the University Science Park, as the extension part of the university education, it is the integrated ties of college, social and economic development. After 20 years'development, it has become the base of converting the scientific achievements in universities, the incubator of the high-tech industry, the cradle of the talents, and the new growth point of the economy developments. As the cooperative optimization, main methods of promoting technology innovation, and the regional economic development connection, the Industry-University-Academy also acts the main ways of accelerating the development and enhancing the technological and economic strength of the University Science Park.The paper makes the Jilin University Science Park as the object, bases on related theory research about Industry-University-Academy cooperation in University Science Park, Combines with practical experience at home and abroad, utilizing the quantities, qualitative, comparative analysis, and integrating theory with practice ways to research. At last, it designs the scheme of mode option, and puts forward the rationalization of realization countermeasure and the suggestion.Firstly, the paper introduces the basic situation of Jilin University Science Park and present situation of the Industry-University-Academy cooperation. Jilin University Science Park is built by the Jilin Province, Changchun City, and the Jilin University. It is the national grade University Science Park approved by the Ministry of Education of China, the Ministry of National Science and Technology. Because of relying on Jilin University, the park had strong technical support and human resources. After several years of development, the park has obtained certain achievements, and has already successful hatched science and technology enterprise more than 60. But through study, it is found that at present the single, loose technology transfer and enterprise incubation model has can't satisfy the needs of Park's development, and has led to Led to a series of questions appear, such as advantage of science park talent and technical can not come out, the conversion of achievements is low, effect about park high-tech industry cluster is not obvious, the industrial characteristics is not highlight, all these restrict the park's long-term development.To search for the proper mode of Industry-University-Academy cooperation for the Jilin University Science Park, the paper also studies the general cooperation situation of the science parks at home and abroad. And it takes the U.S. Silicon Valley Industry Park, Hsinchu Science Park and the NEU Science Park as examples, discusses their unique cooperative modes and the successful factors. Finally, it concludes the following valuable experience that the Jilin University Science Park could learn from. Firstly, the park should have a clear view of its functional position, leading industries, and the characteristics before choosing the modes of Industry-University-Academy Cooperation. Secondly, the selected modes need to be able to make full use of the integrated advantages from the internal and external resources. Meanwhile, to make it success, high quality service and management systems are indispensable. Based on the researches above, this paper modifies and supplements the functional position and developmental objectives of the Jilin University Science Park, and proposes the analytical framework of the mode selection of Industry-University-Academy Cooperation. And it selected seven forms of cooperation for the Jilin University Science Park which contains project driven mode, building the scientific base, found the research enterprises, joint talent training mode, yuan zhong yuan cooperation mode, the technology alliance mode, and cross-regional cooperation mode. These modes cooperate closely and stabile, and it could fulfill the long-term development innovation mode.Finally, the paper proposes reasonable suggestions and countermeasures for the reality of the cooperation mode for the Jilin University Science Park from following aspects, such as increasing the support and guidance of the government, improving the park management, focus on the development of the talents, evaluation and incentives, building the public information service platform and one-stop intermediary service system, introducing the diversified investment financing unit, and the enterprise and project selection criteria.
