The university scientific Park, as the source of scientific and technological research,is an important Part of the innovation system of country. Under the circumstances of the globalization of the economy, the key factors are how to establish and build university science and technology park better and how to explore the rational and effective operation mode. Under the background of Ke Lamayi takes measures to promote the provincial economy development, Ke Lamayi Science and Technology Park of China University of Petroleum begin to construction. It is currently in the early construction , therefore seizes this proper time, take the long view, establishes operation mode suitable for the Ke Lamayi park's conditions, and this will have significant and profound effect to the Ke Lamayi park's development.This article has first analyzed the theoretical basis of university science and technology park. In contrasts the foreign and domestic well-known university science and technology park's operation mode, discovers that the success lies in university's discipline advantages and talented person advantages, university's science and technology, innovational mechanism of the combination of production, studying and researching, mature venture capital, perfect intermediary-organization etc. Combined with Ke Lamayi's actual situation, we carried on the preliminary plan to the Ke Lamayi Science and Technology Park's operation mode. Finally in order to promote its rapid and sound development, we propose some countermeasures and suggestions to the Ke Lamayi Government, China University of Petroleum as well as the science and technology park.
