Study On Evaluation Of Farmland Intensive Utilization In The Preliminary Plans At County Level

Land, as the irreplaceable basis for human survival and development, it's also the material conditions for economic development and social progress. China is in the stage of socialism, and there are more people and less land. The contradiction has manifested itself between human and land. The society has paid more attention to food and agricultural product safety problem. It is a social problem to be solved urgently to solve these series land problems. However, farmland is the carrier of food and agricultural product, the level of the farmland production capacity has a direct influence on grain yield. Therefore, the society should pay more attention to intensive farmland use, and it's imperative to process the farmland intensive utilization evaluation.Results of the farmland intensive utilization evaluation and intermediate data can direct and guide the General Plans for the Utilization of land to a certain degree. Combining the two parts, on one hand can make sure the quantity and quality of farmland, and guarantee national food safety, on the other hand can know well the condition of land resource utilization, so that we can have a good knowledge on the degree of farmland intensive utilization and potential of utilization, and provide scientific proof for the organization of the General Plans for the Utilization of land at the same time.Based on domestic and overseas documentation, this paper refers to large number of material about farmland intensive utilization evaluation, as well as theory and technique of General Plans for the Utilization of land. Discusses relevant issues between farmland intensive utilization and General Plans for the Utilization of land taking Zhaoyuan City as an example.Concrete research contents are as following:(1)The Evaluation index system of the Farmland Intensive ConstructionAccording to the actual situations such as natural condition, social economic development condition and ecological condition of Zhaoyuan City, analyzing the influence factors of farmland intensive utilization to study area, constructing evaluation index system which combines two indexes, one is Land comprehensive regulation rate that related to General Plans for the Utilization of land, the other one is rate of barren land. This system aims at farmland intensive utilization, takes input intensity, utilization degree, out-put benefit, ecological and environmental quality and regional environmental quality index as five criterions. Take the five criterions and 23 related index as evaluation index system, and provides the basis for using the evaluation conclusions in General Plans for the Utilization of land.(2) Farmland Intensive Utilization Comprehensive Evaluation Based on GISFigure out weights of the five criterion for study area on the basis of analyzing current farmland utilization, combining the basic material, related data and relevant content to General Plans for the Utilization of land, extracting information that in favor of evaluating farmland intensive utilization via GIS method, combining evaluation index system that constructed for the study area, confirming weights of the evaluation factors applying Grey Relational Analysis. The five weights are as following: input intensity is 0.2925, utilization degree is 0.2012, out-put benefit is 0.1518, sustainable situation is 0.1906, and regional environmental quality index is 0.1639. According to comprehensive evaluation results, classify farmland in Zhaoyuan City applying GIS software. The evaluation results indicate that Zhaoyuan City takes farmland intensive utilization evaluation seriously, pays close attention to out-put benefit of farmland and ecological quality. However, with the restriction of terrain, transportation and environmental conditions, farmland intensive utilization levels in Zhaoyuan City are relatively lower than other cities.(3)Application of Farmland Intensive Utilization Evaluation Results in General Plans for Utilization of LandAccording to the results, such as value of the farmland intensive comprehensive evaluation and classified rank of intensive utilization, doing research in the condition of General Plans for Utilization of land in study area. Partition basic farmland protection areas, general farmland area and other areas as well as construction site, based on the different natural conditions, social economical conditions and ecological conditions. Analysis condition of structure and layout of land utilization, size and layout of basic farmland protection. Finally, puts forward corresponding measures and suggestions for possible problems engender in the process of research and the results applying in the general plans for utilization of land. Get the more practical achievements for general plans for utilization of land and bring more convenient for land management though the application of evaluation results in general plans for utilization of land.
