The Government Duty On Increasing Sources Of Income For Herdsmen In Inner Mongolia Autonomous Region

Promoting peasants'income is the most important issue for China's economic development, construction of modernization and the implementation of social equity.Herdsmen is a special group of peasants. Given the natural environment, geographical location where herdsmen live and the particularity of ethnic, the problem of the herdsmen's income increase can't directly borrow ways and measures from that of peasants. The vulnerability of natural environment in which pastoralists live and the weakness of grassland animal husbandry which herdsmen are relied on decides that the herdsmen's income needs more government support, and as the administrator, organizer and the holder of public power in the social activity, government managers should carry out its corresponding obligations for proper guidance, increasing support to promote the development of animal husbandry and increase herdsmen's income.Inner Mongolia is a big animal husbandry province, animal husbandry economy accounted for a considerable proportion of the national economy. In the early days of reform and opening up, in accordance with the principles and policies of the party and State, Inner Mongolia introduced the household contract responsibility system relatively earlier which greatly promoted the development of productivity, straighten out its relations of production, so that the herdsmen's life all over the area has been greatly improved, economic and social development of the pasturing area had a earth-shaking change. However, although a lot of satisfactory achievements were gained, while there are also a great deal of risks in economy of Inner Mongolia pastureland and increase of herdsmen's income. This passage firstly expounded theoretical basis of Government's responsibility,attempted to define the Government's responsibility in the promotion of herdsmen's income, and then identify existing problems through the study of inner Mongolian herdsmen's incomes, analysis the reasons for it from the perspective of the Government's responsibility, finally through the combination with relevant abroad experiences to, put forward the measures of boosting the herdsmen's income to fulfill the responsibility of Government.
