At present, the rapid expansion of the income gap between residents of City and Rural Areas has become a hot social issue. The income gap is not only relevant to efficiency but also affect economic efficiency. More importantly, too great income gap between residents of city and rural areas will affect the stability of the society. The income gap between residents of city and rural areas is more severe than others. In recent years, the income of peasant has growed slowly and the income gap between residents of city and rural areas has expanded. This is not only affects their living standards improving, but also affect food production and supply of agricultural products; not only restricted the economy development of rural, but also restricted the economy development of the country. Chongqing is China's largest and most populous municipalities with tipical dual urban-rural structure.and, is one of reform pilot of coordinating urban and rural. The income gap between residents of city and rural areas in Chongqing is very big, Regional development imbalances, and the tasks of resource conservation and environmental protection are arduous. It is collections of China's eastern and western phenomenon, with many similars especially in western in china. Therefore, it is typically to study the the reasons and the trend of the income gap in Chongqing. It is of great significance to promote coordinating urban and rural, to implement the "314" plan of Hu Jintao, and to lead Chongqing achieving a completely well-off society in the western region. At the same time, it has important role in theory guiding in narrowing the income gap between residents of city and rural areas, in building a harmonious society and constructing a completly well-off society.On the basis of previous studies, referring to the dual economic theory, inverted "U" theory, regional economic development theory, income redistribution theory,applying regression analysis,multiple regression analysis, conducted empirical research on the income gap between residents of city and rural areas of Chongqing, reveals the main factors that influence the income gap between urban and rural residents of chongqing.At the same time, use the method of Case Analysis,in case of "two wings"farmers add a million yuan income project in chongqing,attempts to explore the effective policy measures of stabilizing the income gap between urban and rural residents.Finally,proposed the mix policy of the government stabilizing the income gap between urban and rural residents. Firstly, analyses the status and trends of the income gap between urban and rural residents in chongqing. Use the method of Comparative Analysis to study it, in the views of Horizontal comparison and vertical comparison, Longitudinal comparison is to study their own time and space evolution, Horizontal comparison is mainly the gap between urban and rural in different regions. The main conclusions is that the income gap between urban and rural residents of chongqing is relatively large,mainly reflect in two aspects:for the one hand, from the lateral view, the income gap between urban and rural residents is poor, the income gap between different rurals is poor,too.For the other hand, from the vertical perspective,the trends of the income gap between urban and rural residents will widen.Secondly, study the factors which result in the continued expansion of the income gap between residents of city and rural areas in Chongqing. First, by using the multiple regression analysis, study the main factor resulting in the expansion of the income gap between residents of city and rural areas; through building multiple regressions model to specifically analyses the effect of the factor to the income gap.Then, according to the results of empirical analysis, analysis the impact of every main factors specificly,the main conclusion is that urban-rural dual structure is the main factor for the widening income gap between urban and rural residents in Chongqing; gap between urban and rural fixed assets investment,gap between urban and rural human capital are also important factors for the widening income gap between urban and rural residents in Chongqing.Thirdly,the analysis of the case that "two wings"farmers add a million yuan income project of chongqing. Combination of the status and the analysis of development constraints in the "two wings" area,mainly study the policy framework and preliminary results obtained of the "two wings"farmers add a million yuan income project, attempts to explore effective measures stabilizing the income gap between urban and rural residents.Forthly,according to the results of empirical analysis and case studies, propose the mix policies that stabilize the income gap between urban and rural residents for government. According to the analysis situation of the full text,found the main line for the government to stabilize the income gap between urban and rural residents is:guidance and support by the government, farmers as the main, business driven,market operated, community support, legal protection.Studies reflect that, the income gap between urban and rural residents of Chongqing is very poor,and the trend is growing. So, the government at all levels of Chongqing should be fully aware of the seriousness of the problem, take positive and effective measures to contain and reverse the trend of the income gap between residents of city and rural areas and in the final gradually narrow the gap.
