According to the latest Clarkson Research Studies, since 1990s, China's shipbuilding industry obtained considerable development. The statistic shows that three indicators of world shipbuilding, China was second in the world with the index of the completed shipbuilding, the index of new orders was the first in the world, and hand-held order quantity was also the first. It illustrates that China has strength and development potential in shipping industry to some extent. The industry competition embodies the product competition, which is supported by science and technology, however, it is qualified scientists and technicians who master and apply science and technology. Talent resource is the primary resource. As large-scale manufacturing industry, shipping industry has integrated technology, capital and labor in one system. Talents are vital to the development of the industry.Whoever has the talent and can allocate and make good use of good person talent reasonably, will occupy the commanding heights of the future competition. "Pareto's law" states that 80% of all achievements which the company has obtained are completed by 20% backbone employees. Senior talent is the mainspring to the shipping industry development, therefore, we should focus on 20% top employees in talent management, then using 20% chief member drives 80% of the major employees to improve the enterprise management efficiency. Therefore, the senior personnel management is particularly important in shipbuilding industry, discussing their individual motivation and external environmental factors in talent turnover flow in intra-industry or between industries has important theoretical and practical significance to guide the orderly flow of top talent, so as to promote the cluster's innovation and development.Taking senior talents in Zhoushan shipping industry cluster as the research target, the article combined theoretical analysis and empirical research method to analyze the necessity and the impaction of talent flow, then extract 9 impact factors in macro level,meso level and micro. Next, explore the mechanism of the Hierarchical model's internal factors. Finally, puts forward the strategies of how to agglomerate talents and guide the rational flow of trained personnel.Firstly, reviewing relevant talent turnover literature and recommending Stratification Method in talent flow research, this paper make research on the individual motivation and Environment promoting factors of talent flow. According to levels of induction, the author conclude social impaction into three levels,such as enterprise layer, cluster layer, macro environment layer.Secondly, based on field visits and experts interviews, the research Combined theoretical and practical method to measure the flow of talent tend, test the reliability and validity of the questionnaire. Then, reveal regular features of Zhoushan shipping industry through questionnaire and analyze factors that impact the flow of talents turnover.Thirdly, drawing on Stratification Ideology in competitive research, taking Mixed-determinant Model, the Price-Mueller (2001) turnover model as the theoretical basis, this study used principal component analysis method, dividing all factors into four layers(enterprise layer, cluster layer and macro environment layer) to investigate its leading factors in senior talent flow. Then, the author established an advanced index system for all factors to reveal the stratification of talent turnover and to interpret behavior mechanism of all talents.Finally, based on above empirical research, the author proposed ship industry cluster senior talent allocation strategies from regional, cluster and enterprise perspectives,illustrated the selection talent flow model and the focal point in talent allocation strategies during stage of cluster development and growth.
