Research On The Rural Labor Force And Farmland Contract Right Transfer In New Rural Building Pilot Area

Land and labor are two basic elements which create wealth. In China rural, the arable cultivated land area consummated by per capita is only about 1/3 of the world's average level, but the number of agricultural labor is more than any other country's in the world. Shortage of land resources and excess of agricultural labor: the two issues exist at the same time, which makes China's agriculture and rural economic development face with enormous pressure. The rural farmland contract system is an important component of China's rural economy system, while the transfer of rural labor force is an effective way to resolve the problem of surplus agricultural labor in China. On the one hand, the ever-changing rural farmland contract and management system, the current contract right transfer of farmland , the large-scale management of rural farmland have promoted and impacted the transfer of agricultural labor force; On the other hand, the transfer of agricultural labor force is an inevitable social trend, which in turn has more stringent requirements on the existing rural farmland system, and have promoted the contact right transfer and large-scale management of rural farmland. With the new era of building new socialist rural areas and balancing the development of urban and rural comes, that how to correctly understand the interaction between the two issues and seek an encouraging innovation mechanism, a way out to settle the contradictions between them, is a topics for research. At present, Chongqing Municipality has been identified as the pilot of balancing the development between the urban and rural, while Jiulongpo District is not only its first pilot area, but also is the important model pilot of building socialist new rural of the municipality, so research on the transfer of agricultural labor force and farmland contract right transfer in Jiulongpo District of Chongqing Municipality has more practical significance.I. Basic theory of the thesis's topic: theory of relationships between Man and Land, theory of socialist market economic, theory of production function, theory of sustainable land use.III. This chapter takes the Jiulongpo District which is the demonstration area of building new socialist rural (hereinafter referred to as "demonstration area")in Chongqing Municipality as an example, describes the regional natural and socio-economic conditions, then analyses the status, drive mechanism and obstacle factor s of the rural labor force's transfer. IV. This chapter takes the new rural construction pilot area of Jiulongpo District in Chongqing Municipality as an example, according to the 103 random samples of five towns' farm households, using the grey relational analysis method, analyzes the influence factors of farm households' attitude on agricultural land circulation, which mainly are the benefit, the risk and the social guarantee of the households in farmland use right transfer, testifies that the non-agricultural income ratio, the re-employment ratio and the independence ration of the farm households during the land circulation are closely related to the agricultural land transfer. Then it reveals the restrictions to the agricultural land's circulation.V. Interaction between rural labor force and farmland contract right transfer, which is the focus of this thesis. Based on the analysis of the rural land use on the respond of rural labor force transfer, the writer use a relevant response model to explain the relationships between the rural labor forces and farmland contract right transfer. This chapter is mainly a theoretical and authentic proof analysis of the interaction mechanisms between the two.VI.
