China has been all the time speeding up the pace of the world-heritage-applying since 12th of December,1985 when China became the contracting party of the World Heritage Convention. Until now China ranks the third in terms of the number of the world heritage. Without doubt that heritage tourism has made significant profits, however the hidden problems have continued to emerge. For China, the key to the management transition is to figure out the root of the problems and the solutions to solve them.Chinese heritage industry started late, and the heritage institution lags behind. Based on comparative management and comparative economics, with cultural differences as the entry point and taking Spain as the comparative object, this research has designed a world heritage comparison system. It reviews the history of both Chinese and Spanish heritage development and protection, summarizes the characteristics of Spanish heritage development and protection and the existing problems of China, and takes an overall observation of the gap between China and Spain dynamically and statically. Through comparison, it is found that management culture is the root of the gap between the east and the west. We can't praise one culture and criticize another, but definitely they have both advantages and disadvantages and creates different management effects accordingly. Therefore, the ultimate purpose of this dissertation is to realize the modern management cultural innovation and institution improvement.
