On The System Of Social Endowment Insurance In China's Rural Areas

Ever since its establishment in the middle of 1980s,our country's system of social endowment insurance in rural areas has experienced such four phases as active exploration,county-level experiment,all-round as well as rectification and stagnation,during which great achievements have been made However,as our country's economy and society advance,the current system of social endowment insurance in rural areas can no longer meet the farmers' increasing need for endowment insurance,and a series of problems also occurs in its practice,such as lag in the construction of legal system,the current system is short of fairness,mutual assistance and adjustment; the design of insurance expense is unreasonable and level of social security is rather low;supervision of security funds is ineffective and drains seriously;channels of investment are limited and funds' ability of maintaining and value is poor.Therefore,it is necessary to reform and perfect the current system of social endowment insurance in rural areas.At present many countries in the world have set up their system of social endowment insurance in rural areas based on their countries' own actual conditions,some of which have achieved good results,such as German's retirement system of farmers,Sweden's system of welfare endowment insurance Japan's mutual assistance system as well as France's system of mutual aid funds in agricultural society.All these systems have brought about some enlightenment from which we can leam while improving our country's current system of social endowment insurance in rural areas.Perfecting our country's current system of social endowment insurance in rural areas is the need of the constitution,the requirements for dealing with the crisis of aging,accelerating the process of urbanization and suiting the transformation of endowment insurance patterns in rural areas. Fortunately,our court's increasing financial power and farmers' income have offered the economic conditions,while the govemment's importance attached,the vicissitude of the traditional endowment concepts in the countryside as welt as the fact that social endowment insurance in rural areas are being gradually understood and accepted by farmers have provided the social environmental feasibility.The 16th National Congress of CPC put forward the goal of establishing a fairly sound system of social security,which results in new chances of development for endowment insurance system of rural areas. So,we should snatch the opportunity,based on the reality of countryside,to perfect our country's current system of social endowment insurance in rural areas through such two major respects as reasonably constructing the legal system of endowment insurance and reforming its operating mechanism as well.While constructing the system of endowment insurance in rural areas,we should not only combine the actual conditions of various places by adapting to surrounding conditions,but also consider different groups' characteristics and requirements through laying stress on the key points. In reforming the operating mechanism of our country's rural endowment insurance,multi-channel financing mechanism with the government as the main body must be set up,management and operation of the endowment insurance funds in rural areas be strengthened,and payment of endowment insurance pension must be regulated.Thus to continuously improve our country's system of social endowment insurance in rural areas in order to meet the need of reforming our country's social security system, to meet the need of building new socialist countryside,and to construct a harmonious well-off society.
