It's mainly about:the resource environmental restrains from the economic growth; the unbalanced relationship between investment and consumption; a considerable gap of income distribution; a weak capacity of technical innovation; al-industrial structure cannot be justified; Agriculture, the base of the economy, remains weak; the city and countryside area development uncoordinated; there is contradiction between the pressure on employment and a structural of labor; many influences and the restriction scientific progress's questions are also quite prominent. When a country's science and technology is highly developed, if the relations of production can't develop with the development of productive forces, it will restrict the social development. Today, our country's economy develops fast, specific to the economy development of Erdos and Hangjinqi area, we still need to change the relations of production the development of incommensurate productivity. In order to change the relationship, we should start with adjusting economic and industrial structure, transforms the development way; start with the transformation industrial,animal husbandry,city and town's and social undertakings'development way; according to the area's characteristic and resource superiority, we can choose regional leading industry and make the industrial structure reorganization more perfect.By analyzing the economy development of Erdos and its other counties and banners, we made a conclusion of the problems in its development:Firstly, the qualities of the national economy as a whole remain poor; the economic structure is unsustainable; cultivation extensive still remains, it can be seen most clearly in third industry lagging, lacking of high-technological and highly added industries, traditional operating procedure still takes up great part; Secondly, agriculture doesn't connect seamlessly with industry, industry doesn't promote rapid agriculture growth; weak foundation in irrigation and agriculture, its ability to combat natural disasters hasn't been improved; farm and livestock products are not sold mainly through the suitable way; the problem of dress warmly and ear one's fill is unbalanced for a farmer, the serious "return deficient "phenomenon; Thirdly, the weak capacity of technical innovation can't turn technical achievements into good use, the quality education develops slowly, labors are not well-educated and it's lack of talents. Fourthly, it's weak in the city development quality, population size, aggregate level, and the capacity of a political radiation; comparing with economic and social development, its infrastructure environment is backward. Fifthly, industry relies too heavily on agriculture, which leads to the degradation of nature resources, makes the cost of exploiting resources rise rapidly and influences the growth and service for a long life of local business.Taking Hangjinqi area as an example, according to its natural conditions and resource superiority, we will keep "build the three center towns" as a turning point, choose and adjustment industrial structure, discuss the solution to solve the constraining economic development. Firstly, adjust and optimize the economic and agriculture structure; Secondly, accelerate industrial structure to optimize upgrade; Thirdly, strive to develop tourism,information industry,business trading and the new servicing business, and push forward the process of urbanization; Fourthly, concentrate on changing the pattern of socialist cause, ensure and improve people's wellbeing. We will do it in the four ways, select correct industries, transform the development way thoroughly, and make the relations of production develop with the development of productive forces, in order to push the development of the social economy.
