Enterprise cluster is a special kind of network system which includes enterprises,governments,universities and research institutes,customers and research instituti,intermediaries and so on.It has complete actors and there are close connections between the cluster inner-networks and inter-networks. After decades of development, our country enterprise cluster made great achievements.However since China's accession to the WTO, Chinese enterprises cluster not only faced up the domestic competition, also faces the overseas enterprise competition. In such a situation, analyzing the influening facter of enterprise clusters innovation ability, strengthen the evaluation of enterprise clusters innovation ability, is meaningful for enterprise clusters innovation ability's ascension, and the gain of enterprise clusters's continuous innovation capability and competitive.This paper based on the analysis of the enterprise clusters innovation elements and enterprise clusters innovation ability's the influence factors, use of the relevant innovation capability evaluation system for reference.Then according to our country enterprise clusters's physical truth, this article breaks enterprise clusters'innovation ability down to three parts:innovative R&D ability, innovative output ability and innovative collaborating ability, and confirms this three types of evaluation indexes. In order to comprehensively and correctly appraise enterprise cluster's innovation ability and development situation, secondary evaluation index's options and settings grips the features of research,innovation output and interactive in enterprise clusters's innovation process。With certain practical statistical data as the foundation, and in order that favorsing the quantitative and evaluation analysis, this paper established 15 secondary index, and with the three types of evaluation indexes. mentioned in front. This constitutes enterprise cluster innovation capability's evaluation index system.Professional town is a kind of important form of enterprise cluster. In order to validate enterprise cluster innovation capability's evaluation index system, this paper does an empirical analysis of guangdong province professional town's innovation ability in the fourth chapter. Firstly using analytic hierarchy process (AHP) draws each index's weight, and makes the comparative analysis of the guangdong province professional town's longitudinal innovation ability; and does a transverse comparative study between Pearl River Delta'Special Town, analyzed the R&d, production and interactive capabilities's advantages and disadvantage of the professional towns in each regions,From the assessment,the article finds the advantages and disadvantages of each professional town's innovative ability.Then analyzes whether this advantages and disadvantages benefits professional town's long-term development, whether it helps the entire area of the independent innovation system, and raised the suggestion for enterprise clusters innovation capacity's improvement.
