| China's social and economic construction continuously advancing today, along with the high-speed economic growth, under the mutually interaction of relatively poor resources and extensive pattern of economic growth, resources and environmental constraints on agricultural economic development has became increasingly prominent. Developing agricultural science and technology and changing the agricultural production mode play vital role on solving Chinese "SAN NONG" questions and guaranteeing food security. China government will increase agricultural R&D investment constantly in order to developing agriculture science and technology. however, agricultural R&D fund is a rarity resource, and then, agricultural R&D fund quantity and its using way, directly affect agriculture science and technology innovation and its transformation ability.Under the background of the construction of national innovation system and the reform of scientific research institutions, investment of agricultural R&D increased ever year. How to effectively use the R&D fund, rationally evaluate the technical efficiencies of agricultural institutions, improve the organization operation efficiency and provide reasonable suggestion to agricultural scientific research system reform, become an important problem facing to us.Considering all above questions, DEA method was used in this paper to analyze the agricultural research efficiency in the angle of province, region, industry and hierarchy scientific research institution. Analysis results are as follows:1. Province efficiency analysis. Agricultural R&D investment in eastern developed province has a high efficiency.2. Regional efficiency analysis. According to traditionally, we divid the whole country into three parts, eastern, central and western, China was respectively analyzed in the regional efficiency. It is showed that there are no significant differences between eastern China and western China, but both of them are higher than central china.3. Industry efficiency analysis. Agricultural research institutions, such us planting, animal husbandry and agricultural mechanization have high research efficiency in the investment of agricultural R&D, while reclamation and fishery have low efficiency.4. Hierarchy efficiency analysis. According to agricultural research institutions subordinate relationship, we divide the agricultural institute into three parts: Ministry of Agriculture (MOA), province and city subordinates. Agricultural research institutions subordinates to MOA has higher efficiency than the institute which subordinate to provice and city, while there is no significantly difference between the agricultural research institute subordinate to provience and city;5. Efficiency analysis of institute subordinate to MOA. The reform of agricultural institutions subordinate to MOA In 2003, improved the efficiency of agricultural research institutions in a certain extent. However, compared to the non-profit research institutions and agricultural institutions, the efficiency of institution which plan to transfer to enterprises has no significant increase owing to the incompletely reform. |
