With the advancement of urbanization and industrialization, the conflict between the construction land expansion and the farmland protection becomes much more obvious. China adopted land use regulation in order to protect farmland more effectively and use land more reasonably. In the new round of land planning, the land use regulation has achieved good results. Meanwhile, land use regulation has some disadvantages such as the lack of influence on land spatial attributes. On this purpuse, China has adopted spatial regulation of construction land in order to regulate spatial order of land use and guide the spatial layout of land resources. The conditional use permit area is one of the biggest innovation of spatial regulation of construction land, so the effective utilization and regulation of conditional use permit area is important for the implementation of spatial grantee. For this reason, this paper studies that how to use and regulate conditional use permit area.The text discussed related theories and the essence of conditional use permit area at the first. The third chapter researched the scale of conditional use permit area. In the fourth chapter, conditional use permit area was classified into conditional use permit area based on flexible planning and conditional use permit area based on intensive land uses. The fifth chapter considered the coordination between conditional use permit area regulation and land use regulation.This part make "access threshold" for conditional use permit area in order to regulate all kinds of development and construction. The last chapter takes jindong of jinhua for example.The results of the research reveals that the operative utilization and regulation of the conditional use permit area can protect farmland effectively, make land planning more flexibly, promote the agglomeration of urban construction land use. The end of the text is the prospects for further research.
