China is a large oil consuming country, the oil industry has a great relationship with the development of national economy. As a main oil transport equipment, oil tanker has the advantages of a huge carrying capacity and low cost of transportation.In recent years, the oil tanker transportation has developed rapidly. The high building cost oil tanker has huge volume of oil, the event of accident will cause serious economic losses and environmental damage. Therefore, the safety management of large oil tankers is very important.The traditional safety assessments of oil tankers usually focus on the evaluation of the overall performance of oil tankers. Because many factors need to be considered, the instructive conclusions are not strong enough. In this paper, the repair process of the large oil tanker in shipyard was investigated, which can help the future work. According to Formal Safety Assessment (FSA) system, evaluation factors system was established, which is based on the investigation and survey of "COSGOLD LAKE" and selection of representative sample of the factors. By using of fuzzy mathematics, the final evaluation results are obtained.Based on the evaluation results, the special safety recommendations are provided, which have realistic meanings for VLCC repair process in the shipyard.The main work in this paper is as follow:1. By reading a lot of literatures and books, the characteristics of oil tankers and the current study of safety assessment of oil tankers are grasped.2. The safety assessment system of the repair process of "COSGOLD LAKE" in shipyard is established by the actual survey on the ship, the expert questionnaire and data analysis.3. By using of Analytic Hierarchy Process (AHP) and expert investigation, the weight of each factor is obtained. Mathematica7 is used for computing and programming to get the evaluation results more accurately.4. Based on the results of fuzzy comprehensive evaluation and the weight of each factor, the special safety measures are provided.
