| Under the background of building the innovative country put forward, the innovation theory increasingly become the focus of research and is applied to more and more industry. As the state's basic, being, backbone industry, the development of the telecom industry is driven by innovations, the innovation become the major mean of improving the core competitive power. With the arrival of the 3G era and the fusion trend, the telecom industry value chain is expanding, more and more players join in. How to carry out the innovation better and more efficient becomes more and more important.This paper firstly introduces the relevant basic knowledge about innovation, especially focus on the research about innovation system and industrial innovation system. And then, this paper describes the current situation of China's telecommunication industry innovation and finds the problems and challenges for innovation. It is necessary and feasible to build the telecommunication industry innovation system. This paper constructs the telecom industrial innovation system mainly from the structure, function, operation mechanism. This system is a network structure consists of enterprises, universities, research institutions, government and intermediary agencies, the user, with the function of technology innovation, business innovation, system innovation and management innovation, with the operation mechanism of technological promoting, demand drive, government guidance, coordination and cooperation. Finally, this paper analyzes the case of China TD-SCDMA industry innovation system, and preliminary confirmed the theoretical model is effective.This research has not only the theory research, but also the empirical analysis. Through the research on the China telecom industry, it makes the industrial innovation system theory more abundant. Through constructing the China telecom industrial innovation system theory model, it brings out a practical guidance for the sustainable development of the telecom industry. |
