The Study Of The Implementation Of New Rural Endowment Insurance Policy For Developed County

Rural social endowment insurance is the core of the social security in China. Establishing and improving rural social endowment insurance is both a sound and rapid economic development booster, and it is building a new socialist countryside imperative. In 2009, the State Council issued the "new rural endowment insurance pilot guidance" [National Development(2009) 32], which created a new situation for the Rural Social Pension Insurance. Changsha County is one of the new rural endowment insurance pilot counties, and its industrial and agricultural developing considerably. This paper using the policy analysis, case studies and economic analysis researches the new rural endowment implementing in Changsha County. There are many empirical data, describing the status of the new rural endowment policy implementation. Then analyzing the effects of policy implementation, and then using "The Smith Policy Implementation Process Model" summarized four aspects that affecting the policy implementation, the last of this paper posing some suggestions for improving the policy implementation.This thesis consists of five chapters:The first chapter is the Introduction, which expounds the research background, literature review and the contents and ideas of this study. The second chapter describes the status of the implementation of the policy. It includes six aspects:policy advocacy, premiums payment, benefits giving, the fund supervision and management, and specific transaction handling.The third chapter is the effect of the implementation of this policy. The effect for the elderly was most obvious, but in improving the policy itself and optimizing the structure of the implementation and realizing of the social effect was inefficient.The fourth chapter is the reasons of the implementation of the policy. The authority and science of the policy, the efficiency and the methods of the director, the recognized and support of the object, the economic, political and social environment all affect the implementation of the policy.The fifth chapter is some suggest for the implementation of the policy. There are four respects, for example:improving the policy, optimizing the director, stimulating the initiative of the object and building a better environment.
