The Reform Of The Coal Mining Shanty Town And Performance Evaluations

Coal mining shanty town is the product of the coal resources city during certain period, which has the strong brand of the time. Coal resources city usually built near the mining area and then developed other city area. People who lived in the shanty town are the mining workers and their family and also the peasant-workers. Especially the latter, due to the limited mineral resources, mining benefits get worse and worse; most peasant-worker did not turn to the formal workers, so they are unable to enjoy the housing benefits and other subsidies. Therefore they have to lived in the simple self-made building, and then become the shanty town resident.Most residents of shanty town have a very hard life, the living housing area is small, the standard of the building is low and almost all dangerous, the local resident population density. Generally the house here has no drainage, heating, gas supply facilities, and has poor sanitary conditions. In addition, some parts of the shanty town itself in the coal mining subsidence area, most of the houses here severely cracks, the house is full of traces of cement, fill a serious threat to people's lives. Thus, poor living conditions of the shanty towns bred deep social contradictions, became a group prone to conflict areas which had a bad effect on social stability in the city in transition. Therefore, we must strengthen the reform of the shantytowns area.This paper analyzes the transformation of city villages in China and the foreign slum upgrading, and also the current status and problems of shantytowns. This paper starts with the performance evaluation, doing a research of the shantytowns reform project.Took the JIAOZUO COAL MINE GROUP CO., LT shantytowns reform project as an example, they established the principle of performance evaluation index selection, selected qualitative and quantitative indicators these two types of evaluation, with multi-level fuzzy comprehensive evaluation of the performance evaluation of the project proved that this method is feasible in the shantytowns project,The content as following:Chapter 1, Introduction. The introduction explained the background of this writing, the research status domestic and overseas, research methods and possible innovations.Chapter 2, Relative Conceptions and Theoretical Basis. This section is about the significance and purpose of this study, defined several key concept of this article, while involving a brief analysis of the relevant theory of the shantytown reform.Chapter 3, Current Situation of the Shantytown Reform. This writing analysis of the characteristics of the current shantytowns in China, identified problems during the reform process, and analyzed its causes.Chapter 4, Analysis the Performance of Mining Area Shantytowns. Took the JIAOZUO COAL MINE GROUP CO.,LT shantytowns reform project as an example. They established the principle of performance evaluation index selection, selected qualitative and quantitative indicators of evaluation, with multi-level fuzzy comprehensive evaluation of the performance evaluation of the project proved that the shantytowns project is optimal.Chapter 5, Conclusion and Outlook. This section summarizes conclusions of this study, and the shortcomings during the processes of writing this article and further research directions.
