With the deepening reform of China's market economy and the western development strategy, efforts to develop the western countries is increasing, especially infrastructure such as fixed assets is an important area of investment, the current construction enterprises become more competitive incentives. Chinese National Petroleum Corp.,as a national energy company, has continuously increased investment on oil exploration, oil field infrastructure in recent years, for the historical responsibility and the protection of national energy security mission of the starting material. We work for the strategy objectives--- "an integrated international energy company", and focus on the development of oil and gas business, coordinating and developing business construction projects and developing equipment manufacturing industry effective, supporting the development of mining services business, accelerating the transformation of economic development, and construction of the Qinghai Oil field as the ranks of millions of tons of oil and gas fields.Qinghai Province has made plans to build the Qaidam Basin an important new chemical base. Qinghai Oil field has proposed "strengthening management, restructuring, transfer mode, to maintain growth," the main line, technology and innovation as key to increasing reserves and production as priority, to accelerate engineering and technical support capabilities, to create a harmonious area, accelerate the construction of million-ton oil plateau gas, to achieve sound and rapid development of oil fields. In this context, Building and Installing Company of Qinghai Oil Field as familiar with the local development of a secondary characteristics of the state-owned construction enterprises has obvious competitive advantages, and its development orientation, strategy is great significance for future survival and growth.In this paper, the basic methods is using strategic management to analysis business strengths, weaknesses, opportunities and threats, and then make the choice of corporate business strategy of basic and strategic planning. The study first describes the background and significance, and the development of strategic theory and analysis tool review, and proposed the analytical framework and methods; then analyed the Qinghai Oil field development opportunities and competitiveness of the companies analyzed, including the challenges of internal infrastructure conditions, industry competition and the company's core competitive advantages that have. On this basis, the company made the strategic choice of direction. Finally, to address the problem,the paper introduced some measures and suggestions.
