A Study On Rural Intellectual Support In Fujian Province

During the course of rural social development, intellect factor is among those exerting an influence on rural economical and social progress. To enhance intellectual support is a demand by rural social development in Fujian Province, an efficient way to modernization of agriculture and a propellant to increasing peasant's income. Thank to a variety of reasons, there is a big urban-and-rural gap and an insufficiency of attraction to intellectual support. With the progress of building a new socialist countryside, there must be an increasing of rural intellectual support to accelerate achievement of high-tech agriculture, to improve the rural labor qualities, to boost rural industrial structure's optimizing and upgrading and to stimulate rural educational education. Thus, great importance should, in the guide of Marxist Social Development Theories, be attached to intellects and skills to contribute to rural development in Fujian Province.In this paper, such theories as Marxist Social Development Theories and theories of rural human capital are employed, such research methods as literature study, policy assessment, comparison, case study and combination of qualitative and quantitative analysis are applied. With the guide of Central first document and the State Council's plan to support the development of an economic zone on the western side of the Taiwan Straits, and with the aim of enhancing strength and efficiency of intellectual supports , a description of basic situation of intellectual supports in Fujian is given , and it is suggested that ways to provide intellectual support in Fujian should be as followed: employment and entrepreneurship of returned migrant workers, of demobilized soldiers, of graduates of colleges and universities and intellectual teams with practical skills in rural areas. Importance is given to status quo and problems confronting those four groups and efforts are made to work out the motive factors and obstructive factors. Meantime, Minhou County in Fujian Province is taken as an example to analyze its rural construction and measures for intellectual support and typical cases there, and to make a summary of lessons there. Finally , ways and measures for intellectual support tailored to Fujian are put forward.Conclusions are as followed: 1.Intellectual support are of vital importance to rural social developmentThe raise of concept of building a new socialist countryside provides a good chance to rural social development and structural adjustment. However, with intrinsic weakness of rural society and development limitations, there is a severe shortage of intellectual support with knowledge on skills, markets and information. Thus, only with levels, plans and originations can rural area meets its qualitative leaps.2.Rural social development in Fujian Province requires sufficient intellectual support.Rural areas have made great progress since reform and open up. Nevertheless, with limitations such as low level of agricultural technology, irrational agricultural industrial structure and urban-and-rural disparity, Fujian has witnessed relative low speed development and the intellectual supports to rural areas are insufficient. Only with scientific and sufficient supports can issues existing be settled to boost rural economical and social development.3.Ways for rural intellectual supports in Fujian province are varied.Since"reform and open up"from 1978, great changes in economy and social presence have taken place in rural areas in Fujian. A large number of intellects with knowledge and skills commit themselves to missions of rural social development. They are active in various fields in rural areas and find their voice and places there. From above, it is clear that ways for rural intellectual supports are varied, with two parts as training of local human resource such as rural education and scientific training and imported of intellects such as supports from agricultural colleges and universities and construction of talents'team.4.Factors influencing rural intellectual support in Fujian ProvinceFactors influencing rural intellectual support include the motive and the obstructive. The motive factors consist of governmental policy support, individual needs for development, abundance of rural resource and promotion of rural complex, which will boost the rural social development. For the latter, there are concept, systems, environment and skills.5.Ways and measures for rural intellectual support in Fujian ProvinceFujian province should adhere to ways of direct support and divergent support, starting from transferring of concept and overcoming institutional obstacles, improving rural environment and taking advantage agricultural colleges and universities, and learning from lessons home and abroad to promote rural progress.
