The result of speeding up the process of urbanization is urban agglomerations made of different functions and size of cities which affect the spatial pattern of China's economic development. The development level of the internal cities are at the non-equilibrium state. The developments of internal cities are not only on mutual benefit and win-win situation but also on various conflicts of interest state. Both the objective existence of imbalance interest and the regional cooperation become into a pair of contradictory inevitably which should be solved in the fast-growing urban agglomerations. The most representative conflicts of interest arise from expansion of The Yangtze River Delta urban agglomerations and the rise of The Central urban agglomerations.Chang-Zhu-Tan urban agglomeration is Demonstration Zone of the National"One Society of Two Types " and is one of The Central Urban Agglomerations that nation is priority to support its development. Since 1982, "Chang-Zhu-Tan Economic Zone"has been proposed. Hunan province sought to integrate it into a multi-functional economic area to drive the development of the provinces urban and rural commodity economy that can strengthen internal cohesion and enhance competitiveness and attractive force. However, in the process of regional integration, we find the development of each city is facing a variety of choices and the choice of each city will affect the future development of urban agglomeration. Due to lack of unified planning the layout of spatial organization, as well as the inertia of the old system, there are conflicts of interest in running mechanism, so that to a certain extent, the exclusion and friction among cities hinder the space integration of urban agglomerations. How to achieve the balance of interests in Chang-Zhu-Tan city group is one of the practice problems demanding solution quikely.First of all, this paper combs researches results from both domestic and abroad, comprehensive analysis and evaluate about urban agglomeration how to reform, develop and structural evolution.Then, point out the driving force of integration is industrial agglomeration, diffusion and upgrading of accessibility within the urban agglomeration and sharing of policy mechanisms. The model estimates the gap among ChangSha,ZhuZhou and XiangTan from 2001to 2008 is constantly expanding trend which is not consistent with the current coordinated regional development in essence, and pointed out that the capital stock and domestic trade is the reason for the widening gap, but human capital is conducive to narrowing the gap. Thirdly, analyze the reason of conflice of interest, from the perspective of economics and game theory analyze the mechanism of conflict of interest and pointe out that conflict of interest impeding the free flow of economic factors leding to the integration of the efficiency loss.At last, conclude urban and rural integration is an effective model for Chang-Zhu-Tan urban agglomeration spatial integration and give some advices from the government and market level to balance and reconstruct of interests.
