Study On The Space Control For The Key Sub-regional Of Ningbo City

With the metropolitan-area-economic development of Ningbo, Ningbo gradually formed two key sub-regional. In the rapid urbanization process of Ningbo, the key sub-regional have emerged many problems such as the wanton growth of urban space, the largely occupied of farmland and green space and the deterioration of the environment. At the same time, space control is conducive to the coordination of construction and protection of the contradictions, becomes an inevitable choice for the problem.As a new planning methods and control means, space control changes the idea that only emphasis on the development but not to protect the environment in the traditional planning. It first delineates the areas which are prohibited, limited and suitable for construction or which have been constructed, and thereby it enhances the protection of resources and curbs the spread the urban space. However, in the preparation and implementation process of space control of Ningbo key sub-regional, there are still many problems which we must encounter with. On the basis of largely literature reading and investigation, the paper makes research on the existing problems of the space control of Ningbo key sub-regional. It starts with contents and planning methods of space control and the preparation and implementation of the safeguard measures to explore the scientific, operational planning countermeasures.The paper on the basis of systematically listing on the research of space control at home and abroad, sums up these theories and practice to reference for key sub-regional in Ningbo City. Then, this paper briefly introduces and analyzes the formation and their current situation of key sub-regional in Ningbo City, detailed introduces the current situation of their space control, proposed turn the whole region divided into moratorium on building area, limit construction area, fitness area and built-up areas, and development control requirement corresponding to the various control areas in the planning contents, space control requirements is divided into target layer and Countermeasures layer, planning content should include space control coordination. The paper proposed a more scientific and reasonable space control method of the sub-regional, and exploratory construct land suitability evaluation system of the sub-regional space control in the planning method.
