Alongside the development of society and the further going of the economic structural reform, especially under the general requirements of carrying out the Scientific Outlook on Development and continuing of strategic transform in the defense science and technology industry, the reform of defense public institution must be carried out without delay. As the core of modern management of human resources, performance management has import meaning to changing the mechanism and inspiring vigor of the defense research institutes. BJ System Design Institute of Electro-mechanic Engineering is one of the core defense public institution of our country. So it is very important to inspire vigor, improve the core competitive ability, and to accomplish the mission of making our country rich and building up its military might. The author does research on the departmental performance management system of BJ System Design Institute of Electro-mechanic Engineering, based on the material characteristics and the basic theoretic research.Firstly, this paper clarifies the important meaning of carrying out the departmental performance management in BJ System Design Institute of Electro-mechanic Engineering, and analyses the actuality of doing research on performance management at home and aboard, and then puts forward the research roadmap of the paper.Secondly, the author does research on the departmental performance management theories at home and aboard, and organizes the theories that will be used.Thirdly, this paper analyses the status in quo of the performance management in BJ System Design Institute of Electro-mechanic Engineering and problems that exist, in order to prepare for the design of departmental performance management system.Fourthly, the paper establishes departmental performance management indexes, quotiety of indexes, standards of performance assessment and several assessment models for the BJ System Design Institute of Electro-mechanic Engineering, by comprehensively using all kinds of methods of performance management.Lastly, the paper designs the process of departmental performance management of BJ System Design Institute of Electro-mechanic Engineering, which includes performance planning, performance carrying-out; performance assessment, feedback of performance, and handling of the performance assessment results, and puts forward the safeguard measures that can strengthen the performance management.
