In the fierce market competition environment, the key to survival and development of enterprises is to enhance the core competitiveness, while human resources are the most precious in enterprises. More and more enterprises regard the access of persons with ability as the core of human resource management. Whether enterprises can find the right persons with ability is crucial. Practices have proved that, traditional recruitment idea of evaluating the candidates'education, knowledge, experience, skills, etc. has been unable to meet modern enterprises for screening and identifying high-ability persons. This needs the competency model which is a modern management method to understand person's value, personality, motivation, attitude, etc., and can make up for the deficiency of traditional recruitment system.This paper studies the role of the competency model in recruiting and selecting of company B. In this paper, the background of competency model, concepts, research results, relevant literatures and its application in recruitment at home and abroad as the opening. Firstly, this paper analyzes the recruitment status of Company B, sums up the problems in the traditional recruitment system, and construes the increasingly serious problem of the loss of personnel the last two years in company B, together with operation expansion which leads to staff stress, sudden increase in demand. The reason for these problems is the lack of a scientific recruitment program, which leads to the recruitment system based on competency model. Then this paper takes the post of construction project manager in Company B as an example, tries to design a competency model, and determines the specific criteria in recruitment based on competency model, to measure and assess the quality of candidates, and make the hiring decisions. Finally, for the problems in recruitment in company B, this paper puts forward some corresponding countermeasures.
