As an important measure to resolve low-income families' housing problem, low-rent housing system has been paid more and more attention. After its implementation since 1999 in shanghai, it has successfully resolved housing problems of more than 20,000 low-income households. At September 30.2006, the Shanghai municipal government clearly put out the plan to continue to expand the coverage of housing security policies and make sure the number of households that enjoy the low-rent housing policy reaches about 100,000 in the "Shanghai housing construction plan (2006-2010)" .This means that as many as 20,000 low-income families' housing problem will be resolved on average in the next five years. How to ensure the effective implementation of this goal is a great challenge to Shanghai. How to improve the existing low-rent housing system will be the key to its success. This is the starting point for this paper. This paper includes the following:Chapter I: Introduction. It analyses the background and significance of the problem and points out that the low-rent housing system is an important measure to realize the basic rights of residents. The low-rent housing system not only solves the problem of low-income families in shanghai, but also it is an example to other cities. On the base of the relative theories and the study on the low-rent housing system in shanghai , it puts out the main study methods and the main frame.Chapter II: The significance of the low-rent housing system in Shanghai. First, it defines the concept of the housing security system and analyses the inherent characteristics of the housing security system, such as the main responsibility is the government, the basis is the relevant legislation. The housing security system in this paper is "small security system" that is geared to low - and middle-income households. On this basis, it analyses the content and features of the low-rent housing system and conducts a comparative analysis with other security systems. The system is compatible with other housing security systems and only serves an addition to the existing market failures. In view of the characteristics of Shanghai, it analyses the significance of the system.
