The development of human capital has been set to the strategic place of comprehensive national strength competition across countries, while the development of the entrepreneur human capital is in the Core position of the enterprise human capital development. The theory and experience studies about various regions'entrepreneur human capital in our country have great significance.By the enterprise contract theory, the entrepreneur theory and the entrepreneur human capital theory, using research method which integrates the theoretical analysis with the experience analysis, this paper makes a positivist research by sampling 69 Jiangsu Province listed companies in the year 2007. The paper firstly explains the research significance, the present situation, the method, the mentality and the content arrangement; secondly, makes a positivist research on the relations between the entrepreneur human capital and the enterprise achievements; finally, puts forward the policy proposal on the development of entrepreneur human capital of the listed companies in Jiangsu Province.The basic conclusions of this article are as follows: (1) entrepreneurs pay have a monotonous form and ineffective stimulation; (2) the entrepreneur human capital shares imbalanced residual rights of control and the overall degree is low, which cannot produce effective inspiring results; (3)entrepreneurs'age, his working life and his education have the positive influences to the listed companies'performance in Jiangsu Province; (4) constructs the reasonable symmetrical arrangement mechanism between entrepreneur human capital and corporate performance.
