With the dramatical increase in population and the rapid development of economy and society, land resource was largely demand, the supply and demand of land gradually shows imbalanced state, which seriously affects the sustainable utilization of land resources. Land supply and demand balance is the core content of general land-using plan and is also the key to realise sustainable land use.Gaotai county in Hexi corridor oasis,desert–oasis is the main landscape features. Dry climate, fragile natural environment and improper land uses, not only deamage the ecological environmental but also caused more restraint in the land resource which human survives. In addition, as a national defence county in Gansu province and the main commodity grain base, cultivated land resources, especially basic farmland has very important strategic, national basic farmland, basic grassland protection policy, strong constraint of land conversion between not exist completely elastic; How to balance all kinds of lands, realize the sustainable utilization of land resources, the present and the future defence county is long-term's challenge. Therefore, as commodity grain base to develop the land use stronghold counties in the supply and demand balance research has important realistic significance for similar, simultaneously also may provide reference for the research area.This study applies to the sustainable utilization theories, such as coordination theory of land use planning theory, combined with the existing land supply and demand balance analysis based on research and practice of land supply and demand balance, stronghold counties analyzed systematically land supply and demand that potential, focusing on quantitative relationship between the land supply and demand balance coordinate county, in order to realize the sustainable utilization of land resources. Among them, the land use characteristics, supply potential and the driving forces of land use change, is to achieve a balance of land supply and demand basis.This study the main achievements made and conclusions are as follows:The end of 2008 the total land area of the county 434661.60ha. Agricultural land area of 62933.43 ha, accounting for the total land area 14.48%; Construction land use acreage of total land area 10353.81 ha, the 2.38%; Ecological land area of 361374.36 ha, 83.14% of the total area. The defence county land use type space layout is bounded extend in heihe big axial symmetric distribution, by inside and outside ordinal it is wetland - agricultural land - desert. The current land use the existing problem is: urban and rural land-use structure unreasonable, scattered layout, one household, multiple housing lands and agricultural idle land etc. Phenomenon exists generally, serious waste of land resources; Weak ecological environment, the contradiction of supply and demand of water resources, not reasonable methods of land use lead to land desertification, secondary salinization phenomenon to appear, land quality degradation.Gaotai county 1996 to 2005 stronghold counties by the change of land use natural factors and human factors, including the dual effects of policy, population and economic man-made factors such as is the main influencing factors. Prediction results show that to 2020 incremental land demand for defence county 7101.65 ha, and land supply potential for 3094.02 ha, incremental only target years total demand is far higher than the total land supply, appear not to balance state.Sustainable land use balance countermeasures and measures: adjust agricultural land use of space layout; Strict control, especially farmland non-agricultural construction projects, strict control settlement cultivated land scale, etc.; Improving land use efficiency; To develop ecological land, the reasonable development ecology industry.
